Cycling and Phase 1 What measures apply to you?

Several consultations are awaiting the CSD, such as free mobility throughout the province

Sport conditions in Phase 1

Outdoor sports facilities and sports centers

The Order of May 9 regulates the sports practice in cycling facilities in territories of Phase 1 such as velodromes, school tracks, BMX tracks, Trial facilities, etc.

In any case, the use of the same will require an appointment and compliance with the provisions of the aforementioned order.

For sports practice in this type of facility, Travel within the province is allowed and the time slots do not apply, since the activity will be carried out by appointment. 

Training outside sports facilities

Regarding outdoor sports (outside sports facilities) during Phase 1, they remain in force  Order SND / 380/2020 of April 30  on the conditions under which non-professional physical activity can be carried out outdoors and the conditions of Order SND / 388/2020, of May 3, provided for the 0 Phase.

Among them are the limits of practice in the province for professionals and DAN, y municipal limit for the rest of the federated and non-federated (awaiting clarification from CSD). As for the time slots, they are still in force.

High performance sportsmen

National cyclists cataloged as  High Performance Athletes (DAR) by each Autonomous Community will be able to carry out their sports activity from Monday, May 11 with the same conditions as professionals and High Level Athletes (DAN): open-air training without a time limit within your province with a coach and free access to any natural space.

This has been confirmed today by the Higher Sports Council (CSD) through this document.

Those DAR athletes who do not yet have the accreditation certificate (essential to be able to train outdoors together with the federal license) can request it from their autonomous community through their autonomous federation.

Federated and non-federated cyclists

Similarly, the RFEC wants to express its  total disagreement with the measures adopted  regarding free movement within each province during Phase 1, in which freedom of movement is not included to be able to practice cycling outside the municipal limits and the current time bands, but for other types of activities.

We understand that eliminating the limitations of space (always within the province) and time is  perfectly viable  and even safer for our cyclists, always respecting the rules of distance, doing it individually and following the sanitary recommendations before and after practice.

At the moment, the  CSD recalls in a post today (see publication)  than for sports in outdoor spaces The limits established for federated and non-federated athletes remain in force.

It can only be done within the municipality, in the allowed time zones (twice a day for federated) and without the presence of a coach (Order SND / 2/388). However, we know that the CSD is trying to get the government to change these rules.

While, Order SND / 399/2020 of May 9 for Phase 1 allows the autonomous communities regulate time slots referring to children's walks and the slots for sports practiced regulated in Order SND / 380/2020, of April 30, on the conditions under which non-professional physical activity can be carried out outdoors.

Therefore, if the communities change the hours of non-professional physical activity, with the current regulations, it will not affect the hours of professional and federated sports practice that is regulated in Order SND / 388/2020, of May 3 .

Waiting for the CSD response by the free movement through the province

As we pointed out, the Federation has also been carrying out different consultations to the CSD to clarify some of the issues published in the BOE on May 9.

This is what the CSD says so far

Among them, if applicable for Phase 1, the free movement through the province for outdoor sports practice (outside facilities) for the non-professional federation or DAN.
